As a representative of the Central Committee, the Commissar speaks to the policeman politely and yet with grim resolve. It seems as if the Russians have committed a violation of the treaty. A young Soviet, it seems, has illegally placed some flags on Austrian territory. The Commissar promises to immediately confront the comrade, but still he is angry about the boldness of the Austrian police.
‘They won’t recognise us, yet they keep offending us.’
